Facing global changes of a magnitude unseen in a century, building resilient cities is an inherent requirement to follow the objective law of urban development, and it is an important method to get prepared to deal with worst-case scenarios and coordinate development and security. It is also an urgent need to promote the modernization of urban governance and high-quality development. In view of this, this report based on the perspective of evolutionary resilience theory, oriented to the requirements of the era of coordinated development and security, firstly, puts forward the theoretical analysis framework of resilient city in line with China's national conditions, from the connotation of the concept of resilient city, and constructs an evaluation index system of resilient city from the dimension of “Risk-Resistance-Recovery-Innovation” to measure the level of resilience of China's cities. Secondly, this report analyzes and reveals the current situation, effectiveness and problems of building resilient city in China. Finally, on the basis of analyzing and learning from the international experiences and development trends of building resilient cites, this report proposes countermeasures to promote the construction of resilient cities in China from six aspects, namely: constructing a new paradigm with the wicked problem theory to show the leading power of the concept, creating a new model with dynamic adaptability to enhance the power of risk prevention and control, shaping a new pattern with distributed layout to enhance the competence of resistance to risk, creating a new quality with enhancing quality and increasing quantity to strengthen the capability of post-disaster recovery, forming a new mechanism driven by innovation to stimulate the ability of resilience innovation; and constructing a new framework of governance with systematic thinking to optimize the competence of resilient governance.
