The 11th Five-year Plan began in 2006, a year of continuing economic development following several years of consecutive and rapid growth. In 2006, the downward trend of the stock market exhibited signs of becoming less bearish, and experienced a rare boom that surpassed the economic predictions made by most institutions in the previous year.

This volume is the 15th Blue Book of yearly social analysis, and was compiled by the Chinese Academy of Social Sciences’ subject research group for the “Analysis and Forecast of the Social Situation”. Over the last fifteen years, the members of this research group have changed. However the scientific and precise manner in which scholarly research is conducted, the careful observation of the fundamental principles of producing practical and realistic written results, and the dedication to social responsibility on the part of its experts and scholars has been, and will continue to be, an invariable foundation for our research.
