The Central Working Conference on the Comprehensive Rule of Law held in 2020 emphasized the promotion of the comprehensive rule of law and made Xi Jinping’s Thought on the Rule of Law the guiding ideology of the comprehensive rule of law. This book summarizes how China’s judiciary has worked around Xi Jinping’s Thought on the Rule of Law，the spirit of the Central Working Conference on the Comprehensive Rule of Law，and programmatic documents such as the Plan for the Construction of China under the Rule of Law （2020-2025） over the past year，and what results have been achieved in deepening the reform of the judicial system，strengthening the supervision of judicial power，enhancing the protection of judicial human rights，improving the social governance of the judiciary，and serving the people，as well as an outlook on the trends of the development of China’s judicial system.

This Blue Book focuses on five topics：judicial system reform，judicial human rights protection，judicial social governance，intelligent judicial research and judicial evaluation，summarizing new practices，analyzing new trends and studying new issues that have emerged in China’s judiciary，focusing on “New Progress in China’s Judicial Reform 2020-2021，”“Study on the Mechanism for the Deep Integration of Judicial Responsibility System and Party Building Work Responsibility System，” and “Research Report on Further Improvement of Specialization of Juvenile Trial in the New Era”，“Guangzhou Practice of “Internet + Arbitration” and other research reports，and continued to evaluate the openness of prison affairs of 32 provincial prison administrations，analyzing their achievements，problems and development trends.
