There are two preconditions when taking about the rationality of China’s One-child policy: China is facing with severe population pressure, and the One-child policy can effectively reduce the population growth. According to the author’s prediction, China’s population will peak at 1.4 billion by 2020. The population pressure in China has not been a task of top priority. On the contrary, China has rapidly entered the aging society and is faced with the burden of old-age. The empirical research shows that the constant decline of China’s birth rate from 1960s is as a result of the rise of per-capita income, the increase of the level of education in size, the process of urbanization and the policy of opening to the outside world, thus the author of the book suggests to adopt a more relaxed family plan policy.
