How to prevent the huge risk gathered in the transformation process of industrial competition superiority? How to increase the scientificity for the strategies of superiority transformation in industrial competition that the government formulating and implementing? How to effectively evaluate the change of industrial competitiveness? These are the questions that China’s industrial competitiveness cries for solution on macroscope level. Based on the multi-level and multi-angel analysis and cross-national and trans-regional comparison, this paper made a system evaluation to the status and trends of China’s industrial competitiveness, revealed the new change and new risk which may emerge in the transformation process of China’s industrial competition superiority.
