In this study of financial regulation in China, premised on the behavioral characteristics of government during this period of transition, and appling the research logic of economic theories of regulation , the author triesto build a foundationaland comprehensive theoretical framework for research in this area. A delineation of the inherent logic to financial regulation by the government is followed by a preliminary economic investigation of the basics of financial regulatory behavior by the Chinese government in thistransition period. Questions asked include why the industry should be regulated at all, how it is done,what optimal regulations look like, how regulatory effectiveness should be evaluated, and how efficiency improvement should be achieved under the condition of an under-developed market economy.
