The world is now in a critical period of significant changes. Human development is facing major challenges in society,the environment,technology,and in ethics. The rapid development of the digital economy has gradually broken the distribution map of innovative resources;a new wave of technological revolution is reshaping the world economic structure. The global science and technology innovation hubs are the key anchor points for leading global innovation in the great changes of human development.

Since the 18th National Congress of the Communist Party of China,the innovation-driven development strategy has become the main line in China’s national development. The fifth plenary session of the 19th Central Committee of the Communist Party of China proposes to build comprehensive national science centers and a regional innovation economy,and plans to establish the Beijing,Shanghai and the Guangdong-Hong Kong-Macao Greater Bay areas into international science and technology innovation hubs. Planning and building innovation hubs are an important measure to effectively respond to changes in the world,and to the pattern of industrial competition. It is also an inevitable requirement for the implementation of the innovation-driven development strategy of the Communist Party in China.

In order to better promote the development of China’s innovation hubs and enhance the city’s technological innovation capabilities,the Global Innovation Hubs Index(GIHI),developed by the Center for Industrial Development and Environmental Governance at Tsinghua University,with support from Nature Research,will primarily assess a total of 30 cities(metropolitan areas)worldwide in three dimensions:research innovation,innovation economy,and innovation ecosystem.

As the first research report to systematically explain the Global Innovation Hubs Index(GIHI),Mapping Global Science and Technology Innovation Hubs—Matrix,Methods and Results not only presents a global overview of technological innovation center,but also commits itself to developing international urban development and innovation evaluation methods,and research on new trends in international science and technology innovation centers. On this basis,the study further discusses the current situation and strategy of Beijing and other domestic cities to build global science and technology innovation hubs.

The book consists of four parts:general report,indicator construction reports,case study reports and city reports.

The general report introduces GIHI’s indicator system,evaluation objects and evaluation results,and presents the innovation performance and ranking of 30 major cities(metropolitan areas)in various dimensions such as research innovation,innovation economy,and innovation ecosystem.

The indicator construction section aims to elaborate the research and ideas of the research team when constructing GIHI-related indexes. In particular,the research team systematically investigated the theoretical basis and measurement methods of index design processes in terms of scientific research capabilities,digital economy and digital governance,and innovation ecosystem;this is in anticipation of providing new methodological guidance for the measurement of urban innovation capabilities.

The case study section focuses on the innovation capabilities of global artificial intelligence city clusters,open access actions in the COVID-19 epidemic,and uses the construction of the Beijing Innovation Hub as a case to examine the strategic positioning of China’s technological innovation.

The city section displays the basic data and various indicator scores of 30 major cities(metropolitan areas)in the form of charts,and observes the strengths and weaknesses of different cities in depth,which provides a detailed reference for researchers and practitioners.
