International river basin is an important living space for human being, and of significant for nation and security. The on-and-on disputes and conflicts centering on the international river basins focused on Asian and African developing countries, and its security not only concerns domestic economic construction but also relates to the balance and stability of the area economy of international river coast. And it also concerns its neighboring countries. China is one of the largest international river basins in the world (tied with Argentinafor fourth). Currently, there are, more or less, some security issues surrounding the international river basins in China, and therefore a study on issue of river basins is of significant.
